Policy
Below are two forms intended to be used by residents of the City of Oakland, California, to request information and to add an item to the City Council agenda. You can submit your forms electronically here or in person at the City Administrator's Office on the third floor of City Hall at 1 Frank H. Ogawa Plaza, Oakland, CA 94612

Information Request Form: Most resident inquiries can be met by filling out an "Information Request Form" that is submitted directly to your district's Councilmember. A response that takes about two weeks to complete.

Add an Agenda Item: To address your concern directly in a Council or Subcommittee meeting, fill out the "Add an Agenda Item Form." Note that it may take up to 12 weeks to process your request. This form must be submitted by 4:00 pm on Monday three weeks in advance of the meeting in which you are requesting to appear. Requests are reviewed and forwarded to the Rules and Legislation Committee, which meets on Thursdays at 10:45 am.

About This Project

People Powered Policy is a project incubated at the Aspen Institute Tech Policy Hub by Hub Fellows Amy Wilson and Mariah Lichtenstern. The Hub is a West Coast policy incubator, training a new generation of tech policy entrepreneurs. Modeled after tech incubators like Y Combinator, the Hub takes tech experts, teaches them the policy process through an in-residence fellowship program in the Bay Area, and encourages them to develop outside-the-box solutions to society’s problems.

Amy and Mariah are united in their love for social justice and storytelling at the Fellowship and wanted to take their newly learned policy chops to help solve social inequities created by systemic racism. They chose Oakland as their test city since Mariah is an Oakland native and the city has a long history of activism with the Black Panther Party and other movements. In our research, we found that the City lacks the ability to properly respond to their constituents online. This is a problem that exists in local communities everywhere, and we're testing out approaches in Oakland.
